the generator has two terminals A and F. if you ground the F terminal and connect the A to the battery (non grounded side) and start the tractor, you will get full current and full voltage. this is a test of the generator. (you can run the "A" thru the amp meter for testing.) do this to see if the generator is still good. measure the voltage output across the two terminals while running.--- i would guess your regulator is shot.
