I used a product called 'Kreme' for an three-wheeler that had a badly rusted tank. The tank leaked before treatment but has since held together very well. And I haven't had to clean any crud out of the in-line filter since treatment. It cost about $25 and I got it at a local motorcycle shop. It contains three solutions; first is a cleaning solution that removes any rust (works well). The second is an etching solution that preps the tank for the third solution - an epoxy that coats the entire inner surface.
