Please help me set up my Brush Hog!

Just got my first tractor and Brush Hog mower. I am not sure how to set it up correctly, how is the "tailwheel" to work? I know it has adjustment for height, but then if you lower the lift too much, the front dips down. Should the deck be level? Also, I noticed that my tailwheel does not spin and track easily with too much weight on it, if I lift the 3pt, it works fine. Do I have something out of adjustment? When I got it, the guy was using it without a tailwheel, because the bearings were out. I got a new wheel and put it on tonight. Need help,thanks,
