From what I'm told the Oliver gauges were only from 0 - 15 lbs. So normal operation should fall between 10 to 15 lbs. Having variables of engine wear and such. Does this sound about right?

The oil bath filter should have the same weight oil you put in the crank case. If you're using 30W crank case oil then use 30W in the filter cup.
