Spend about 15 bucks for the OPERATOR manual, and all of your questions about maintenance will be answered. In regard to your question about the hand clutch, yes, if it is in good shape there is a tendency for it to pull the tractor even though it is disengaged, while the foot clutch is engaged. The hand clutch is designed to stop the forward motion of the tractor while leaving the pto and hydraulics operating. It is a wet clutch, and not as positive a stop as the foot clutch.
