you need to take brake actuator discs apart, clean balls and ball ramps from all rust and dirt lubricate ramps with antisieze and reassemble. Also clean up where actuator slides in cover and antisieze also. This may need to be done yearly depending on how much you use tractor and its brakes. Also wire wheeling brake discs will help when cleaning actuators.
