I-H Brakes

I have owned several different tractors over the last 20 years. I now own a 364 I-H and the brakes are the worst of any tractor I have owned, including a TO 30 Ferguson with drum brakes. I have removed and thoroughly inspected the discs and they still have the dust grooves showing very little wear. They are dry and don't show signs of ever being oil contaminated or over heating.. To get the wheels to lock for turning it takes considerable peddle pressure to do so. The brakes are adjusted with about two inches of free travel. Is this just the way it should be or do you have any suggestions?
