Talked to a friend that has had same model tractor as I do for many years. He said that all of this series IH tractors brakes feel and act like power brakes with the engine not running. Oh well I can live with it, love the rest of the tractor. He said just watch out in the spring after the tractor has been sitting all winter, they take a bit to wear back in or something.
