Why is this?

Say you're almost out of gas so you pull in to fill up. If you leave your motor running (ya, I know you're not supposed to but a lot of people do, especially in the winter), fill up with gas, pay for it, then get in your vehicle, the gauge still has not reached the full mark.
But, if you shut your vehicle off while you are pumping, when you start it up, the gauge shoots right up to the full mark immediately. Every vehicle I use, either my own or at work does this.
