Farmall M carburator

Funniest thing I have ever ran into. Tore my M down last September {2001}, bored the motor out, replaced the head, assembled the motor. Thought I was done, until I got to that carburator. Got to it and all it wanted to do was flow over and out the air intake channel {where the air hose hooks on}. Put 3 brand new carb kits in it and it didn't work. Had the 2 smartest IH men I have ever known bend the float to the correct position. Didn't work. Did everything to it that me, my dad, and the two mechanics thought of and it still didn't work. Took it back the mechanic and let him test it for anything possible. Here a year and four months later, it still sets in the barn. Haven't got the carb back yet, but if doesn't work, what should I do? Any help is greatly appreciated.
