A couple of things come to mind,Is the float moving freely in the carb,you can check this by flipping the assembled carb over and you should hear the float moving around,if not them my guess would be the pin for the float or the peice the pin goes through is worn.If the float is out,shake the float and listen for gas inside of it.Last thing,barring a proper adjustment,did you put the gasket back on the needle and seat assembly for the float and are you 100% sure that there isnt trash in your line that could,by coincedence, be hanging the float open?
