First I think you should do a commpression test as cold weather may drop your compression enough that vacuum is to low to draw enough fuel into cylindersat time of spark. I have two 124 continnentals in a Case V & VC that were doing the same would both start in summer by flooding but not when cold. Rebuilt the V guides valve grind and seat grind deglaze and new rings starts with second pull on crank and hardly any choke. Only a suggestion maybe way wrong. Good Luck Paul in Ontario.
