Rust Removal and tire rims

I have a tire rim off of my Gibson tire that is 24x6 and has rust and had some Calcium Chloride etching. Has anyone used the Batery charger, washing soda method of cleaning a tire rim this way. Any adverse affects of having the Calcium Chloride on the rim?
When removing the rim from the soda solution, I plan to wash with clean water and dry throughly and then paint. What type of paint would you recommend for the primer to protect from further rusting. Is rustoleum promer enough?
Also what is the difference between washing soda and baking soda that is used in the rust removal process?
