first, i think washing soda is for laundry and baking soda is for cooking. as far as the rust removal, if it is really heavy the best thing is to sandblast it. however if not heavy rust, then maybe sanding with emery cloth and clean it well with naptha and prime with a good enamel based primer and then paint.
