Ford 8N Engine Stuck - Rusted, siezed???

My father passed away and left behind an Ford 8NB tractor. Unfortunately it has been outside uncovered for about 10 years. It has become my personal fix it project. Up until now I have not been able to get the engine to turn. No point in spending any more money until I can get the engine to turn. Here are the facts as I know them.
1. Starter bench test OK, but won't turn engine when direct connecting with Jumper cables.
2. Can't turn engine by prying on fly wheel through starter hole or timing hole.
3. Jacked the rear end up and tried to spin the tires in 4th gear. Unfortunately one tire spins one way and one the other way, but can't budge the engine. Also probably not applying any torgue based on what wheels are doing.
4. Drained the oil, found over 1 quart of water in the oil. Cracked block, condensation, leak??
5. The way I see it the engine is probably rusted in place and it will take some force to free it up.
5. Water poured into radiator stays there. No sign of any external leaks on the engine
5. Next try will be to turn engine by using the pully/bolt on the front end of the crank shaft.
6. Thought about dragging tractor in gear with chain and hoist to try and get it to spin
7. All efforts done with spark plugs out and WD40 sprayed into cyclinders
Any other ideas. Is one quart+ of water a sure sign of cracked block or are there other possibilties. If block cracked, project might stop being fun.
