You may need new sleeves anyway to do a good overhaul. If you had water in the oil you probably have rust in the oil passages. You would definitely have rust in the oil pump. Before opening the cooling system try to do a pressure test. Another thing I can think of, the rods may be easily bent, if I remember right, they seem slender compared to others, if they are bent too far they may not be able to be straightened. If you do take the head off, which I think you will be doing, you will need to clean all the rust from above and below the pistons on the sleeves. You will need to remove the ridge on the sleeves, and deglaze the sleeves so when the pistons are moving they will be able to move. Your valves will probably be rusted into the guides, too. I could go into a lot more detail because I used to work in an engine rebuilding shop, and I took everything apart and cleaned it as well as valve work and surfacing work. If you really like the tractor it can be a lot of fun, I wouldn't worry about time spent if you are having fun, the only customer waiting is you.
