Key stock hardness

I have a problem....several times I have sheared the 1/4" key between the bull gear and axle. The axle is 1 & 1/4" thick. The bull gear (about 12" diameter)slides onto the axle and is keyed to the axle. A chain drives the bull gear from the transmission. I was plowing snow the other day and WHAM! it gave way again. I had to tow my tractor into the shed. My question is this....is there a specific hardness for key stock? I bought a 1/4" square rod labled "key stock" at Home Depot but it didn't last long. I wasn't even working the tractor hard. Any suggestions would be grteatly appreciated.
