Rough runnig 8N

I have been working on a 49 8N (front mount dist)for 18 months restoring it to working condition. I have replaced most fuel and electrical stuff, but it still runs rough (both idle and at higher RPM). It has a new carb, plugs, ignition wires, distributor cap, rotor, points, capacitor, and coil. I also replaced the voltage regulator, resistor and ignition switch. When I hook up a timing light to each spark plug wire to see if there is consistent spark, I see a
erratic firing. I'm sure the plugs, points and timing are set correctly and the wires are in the correct order. I've tried spraying ether around the carb and manifold with no change in performance (although I plan to try this again this weekend). I have a feeling the carb is not properly adjusted, but this may be due to a more fundamental electrical problem (I assume it's harder to adjust a carb when the ignition isn't firing properly). The points gap is identical at all four nodes on the cam, so the cam is okay, but maybe there is a problem with the centrifugal weights. The rotor has about a half inch play when the distributor is attached to the engine. Is this normal?

A separate question: I hooked up a 12 volt tachometer I've had for about 20 years to the 8N using my car battery to run it. When I set the idle speed at 400, it seems to run much too fast, or is this normal for an 8N? Or, is the problem with using a 12 volt timer? I drove my grandfathers's 8N as a kid in the 50's but I have no recollection of the idle speed.

Any help on these problems for a new participant on this message board would be GREATLY appreciated.
