PTO Problems.

I have a 1979 International Cub Cadet model 1650.Recently the front PTO clutch completly stoped. Checked electrical power and I have power to the connection before the pto. I also checked the air gap and tried each setting between the .015 and.010 recomended in the manual. The clutch freely turns by hand. Any info or suggestions on this matter would be highly appreciated. Thanks, Hank
