Yeah, I think you've hit the nail on the head.
There is no way to get a bigger pulley without SERIOUSLY bending the fender or taking it off.
No room. It spins enough to cut some grass, but mostly pushes it over (its too slow to do a nice job without doing it in 1st gear, or in 2nd gear -twice.
