that be made smaller without losing traction?

Can the pto be extended a bit and then it will
clear the fender with a bigger pulley? (would
probably need some support for that, or it will
strain the tractor pto...)

Or, a jackshaft with 2 pulleys & 2 belts as Tim
suggests?
