the voltage regulator on the IH has 2 or 3 relays inside (all them do) one relay is to open when the battery voltage is above the charge voltage (this is when the motor is off) the relay closes when the generator voltagae is high and chargnig. it appears one of your relays is "sticking". you might be able to back off on the spring tension to get it to let go when the motor stops. take off the black cover and see which relay is closed when motor is off. on the other tractor. there are two generator terminals, "A" and "F". remove both wires. Ground the "F" terminal to the frame. Jumper the "A" terminal to the battery terminal (that is not grounded) start the tractor and measure the voltage across A and F, should be14-15 volts. If that works,the generator is good. leave the F terminal grounded and reconnect the "A" wire (which goes to the regulator "G") and start again and see if it charges, if not then the regulator is bad.
