Hydraulic Problem

I have an IH 240 Utility tractor, it has a loader with hyd. bucket. I let the hydraulic fluid get too low, now there is no hydrualic pressure at all. I'm sure the pump is ok, it's just pumping air. It has the proper amt of fluid. I've tried cycling the valves 10-12 times like the book says. I even tried driving the tractor down a steep hill like an old farmer friend of mine told me to do. Can anyone help with this problem? I'm going nuts.
