How and when does my engine cooling fan clutch work?

Gonna ask an automotive question here. Got an '87 Dodge (Mitsubishi) import truck that has a clutch mounted on the hub of the cooling fan behind the radiator. It is not an electrically activated fan. When the engine is shut off, you can spin the fan easily and whatever that does is not driving the fan belt. When I start the truck up in ANY weather, the fan spins and operates, even when the engine is revved up. My question - is there ever a time when the engine is running that the fan is not operating? And what is the purpose of the clutch on the fan hub then? Just a bit confused on the whole thing so if you could explain the whole thing I'd appreciate it.
