To test the pump pressure you need to tee in a pressure gauge and a valve in the pressure line to load the pump.
Quite a contraption for a one time use...
Or you can do the redneck at your own discretion method, use a red rag and vise grips to squeeze the pressure hose down and listen for the pump to load and the engine to labor. There is a chance of damaging the hose though, wear safety glasses! And be sure you are on the pressure hose and not the return line.
If no pressure builds, take the pump apart and have a look inside, pretty simple if it's the one I'm thinking.
