That is a tough one. It is hard to tell for sure from here but it appears that it is stuck by the combination of the damage to the shaft and the very end of the sleeve rather than from rust. How about grinding the very end of the sleeve away to eliminate the damaged part of both the sleeve and the shaft? That would give you some room to get into the splines with a very small burr to grind the high places down.
