The two companies that made FIPs for the old 2 cyl Johns were Bendix and American Bosch. To the extent that Am Bosch is still in business they no longer manufacture spare parts for those old pumps. and certaily Bendix does not.
The aftermarket companies that are making parts for these don't have the best quality control.
There is a special made double bevel, copper washer that either Am Bosch or Bendix (maybe both) used to seal the delivery valve to the dely valve holder. In particular, it is difficult to get one of these aftermarket washer so seal. Likely your rebuilder didn't take enough time pressure testing the pump(s). Our old tool and die guy said that the defective washers were made with bearing bronze and not copper and didn't have enought crush to conform to the sealing lands.
He hand turned out a bunch of these copper washers on a lathe that we used in the shop I work in. Sadly the tool and guy died and the washers have all been depleted.
Ask your rebuilder about this. We did get the bronze washers to seal it just took a few tries.
