You can buy a valve fishing tool at any parts store. It's a fixture that you can screw onto the valve and pull it through the hole. I just bought a new one at Orileys for 5.99. They are worth a bunch for any tire with a tube. I somehow lost my old one that I've had for 20 years. It will sure help getting that valve where you need it.
