It took a fair amount of time to assemble that monstrosity, which means somebody put some thought into it. I can imagine the guy convincing himself what a great idea it is. "This is GONNA work! You're a genius! Nobody else would think to do this!"
You wouldn't go to this much trouble if you were only going a short distance, and apparently at least one fuel stop was required. So figure this is for at least an 800 mile trip. Does he really think he can make the trip without encountering at least one patrolman? Gonna be expensive getting all those vehicles out of the impound lot.
