Missouri they use common sense. They figure if you wear it at all times your out hunting a person will not get up and leave it in the blind which many have done all over the U.S. and have gotten shot. I know this stuff because I was a hunter safety instructor and common sense say you put it on and leave it on till your back out of the field PERIOD
