There is not any duty on any agricultural tractor new, used, or abused. In fact there really isn't any duty on anything either way if the item was primarily manufactured in North America any more. There could be a verification charge of about $25.00 since the Cockshutt was manufactured in Canada. Add to this your brokerage charges if you use a broker.
