Cockshut 50 Diesel value?

I have recently purchased a cock 50 D and am wondering what it is worth down south (USA). It is in good running condition and all the tins are good. It is down to just needing some paint. I am told that if I was to sell it across the line without paint it could cross as parts and there wouldn't be any duty. Is this true?
