I'm assuming the tractor is still running when the boom is drifting down (normal for some drift when not running) Rick could be right on his post but has been my experience if using that kind of packing usually have 2 sets one seals one way and one the other its not hard to check the cylinder (just a bit messy) raise the boom determine which line on the cylinder is being used to raise it (usually is the one on the bottom but i have a 2544 Int. and its cylinder is upside down) anyway remove the opposite line from the cylinder be careful and make sure you have the right line, start the tractor and try to raise the boom in other words bottom the cylinder out and see how much oil if any you have coming out of the cylinder where you removed the line some is normal if you get a full stream cylinder packing is bad, but it would be my guess that it would be a port relief seal anyway since it doesnt drift when you have the tractor raised up. Sorry for the long post its just this is what i do for a living and i try to help.
