The tub that the oil runs into should have a row of holes drilled all around the tub about a inch up from the bottom. Over the years these probably have become pluged. Your only recourse is to take the tub right out and clean out these holes, you may even have to redrill them if the carbon is to hard. It's a dirty, nasty job but somebody has to do it.
