It's also known as Independent PTO. It means that the PTO operates independently of the main transmission/clutch, and will run while the tractor is stopped with the clutch in. Very handy (if not essential) while baling, for instance when you want to stop the forward motion of the tractor temporarily to let the baler clear a slug.
