My guess is it was more for tractor protection then operator protection. Doesn't look like the guy in pic even has a seat belt on. ROPS. doesn't do much good to operator without seat belt. Probably was an optional ROPS. available if you were going to use tractor in ditches or steep hillsides on a regular basis. Back in the day our county had two "mowing tractors" Had a relative that drove one of them. He said they tipped one of them over almost every other day.
