So this intrigued me enough to do a little math. If the chain is at 45 degrees to the load in the horizontal plane, and 30 in the vertical, your 6600 WLL would calculate out to 4040lb corrected for the angular pull.
Now if we want to go a bit deeper, the regulation is looking to withstand .8g of force in the forward direction. So if we have 4 chains of 6600 WLL and plow our truck into a wall, the 2 rear chains would exert 8080lb of force to hold the tractor to the deck at WLL. Our load could weigh up to 13200 so the legally required hold back force is 10560. So, we would exceed our WLL, but the chains would hold as we are well under breaking strength.
