Just might be the fix or not. I had this happen on a splined rear wheel. Took a little square shoulder bas***werd file and GENTLY cleaned the grooves and ridges. Just a tiny amount of a rust film. Still went on a bit tight, but it went on. On another similar problem I used the sand blaster on a hub to clean some rust out. NOTE, this was with one of those little hand held blast guns not a full blown blaster. Make sure you clean out all of the sand!!! Rust expands and can really tighten stuff up. Hope this helped.
