If you have to take the water (and here you do) I'd be for hooking onto the tile with the tractor and pulling it up to the property line. You will need a load of rock to shore up the disturbed soil so it doesn't wash under the bridge in the next rain. Have their attorney contact the neighbor and ask which quarry they would like to do business with.
