I should clarify. The issue isn't the water. It's a natural ditch so they have to take the water. The problem is that the neighbor buried the tile directly on my parents property. Barged right in and just put it where he wanted. More of a trespassing issue than a water issue. One of the 2 tile outlets is almost directly under the concrete driveway bridge parents built. Likely to wash out the footings.
My brother phoned the Soil/Water Conservation District/NRCS/FSA with all the info and 2 different people told him that they need a lawyer before anything else takes place. Haven't talked to mom and dad today, but I assume they're working on it.
Thanks again for the support. My family is usually the LAST ones to stir the pot, but neighbor went too far this time.
