Thank you for all the replies and advice.

I should clarify. The issue isn't the water. It's a natural ditch so they have to take the water. The problem is that the neighbor buried the tile directly on my parents property. Barged right in and just put it where he wanted. More of a trespassing issue than a water issue. One of the 2 tile outlets is almost directly under the concrete driveway bridge parents built. Likely to wash out the footings.

My brother phoned the Soil/Water Conservation District/NRCS/FSA with all the info and 2 different people told him that they need a lawyer before anything else takes place. Haven't talked to mom and dad today, but I assume they're working on it.

Thanks again for the support. My family is usually the LAST ones to stir the pot, but neighbor went too far this time.
 
Plug the outlets to secure your bridge footings and when the neighbor comes looking for the problem have him arrested for trespassing.
 
If you have to take the water (and here you do) I'd be for hooking onto the tile with the tractor and pulling it up to the property line. You will need a load of rock to shore up the disturbed soil so it doesn't wash under the bridge in the next rain. Have their attorney contact the neighbor and ask which quarry they would like to do business with.
 
I am not trying to take the neighbor's side on this but does this tile benefit your parents? Maybe a settlement could be reached where the neighbor pays money for an easement? Again, I do not know the neighbor so I don't know how much of an agressive move this was on their part. I can understand where you are coming from.
 

After reading these threads I'm glad I live in an area where there is no need for tiling and that there are no neighbors trying to take your property. I also don't have any of that rich flat land.

The tile that puts the bridge in jeopardy,can the tile be rerouted. Make it down stream and away from the bridge?

Depending on the amount of fall, just plugging the tile at the Property line will make a wet spot there or the water pressure will cause a blow out and it will run above ground instead of below.

At best you can just live with it and adjust it yourself. At worse, sue for trespass and make them reroute the tile and pay for an easement.
