It looks to me like it's a swing arm on a four wheeler or something similar. There is some wear on it judging by it's relationship with the neighboring tube. If possible, clamp it shut with a Vise Grip and weld it up. I have a gut feeling the life of the vehicle it is on isn't going to be all that long anyway.
