My '14 Silverado was like that, head rest hitting me in the back of the head, very uncomfortable. Got to looking, the driver side was thicker and tilted more forward than the passenger. Not sure if that is how it came, bought it used.
I switched the driver side for the passenger, turned the driver side around and put it on the passenger side. I need to find another thin one for the passenger side, it's pretty much useless as it is, and could go flying in an accident.
The head rest position has something to do with safety regulations. The newer vehicles are all further forward than they used to be, some just didn't get it right.
