There are several adapters that can mate a 1000 tractor pto to a 540 implement. If one is careful to run at about 1/2 throttle and if the pto length is right it can work out tho not ideal. Most farm supply stores have them over in the chain, hydraulic, pto, hitch pin section of the store.
For a time some companies (was Hub a popular one?) made an actual gear set that would reduce the pto speeds so you could run at full throttle and have actual 540 output. However they were so expensive they didn't sell enough and I don't think they are still being sold?
Some fertilizer spreaders and such equipment also has that type of gear reducer on them, so folks can pull the spreader with either size tractor and just pick which stub to attach the pto to. That could be handy to have coming off a salvage spreader.....
