The shims are probably to preload the bearings. You need to find out how much preload it is supposed to be and do it right or you may end up with leaking seals again or mess up you bearings and races. Once you find out what the preload is supposed to be you put in more shims then what you started out with. Set up a dial indicator with the axle all the way in. Then in some fashion pry the axle out and read the measurement. If you read .005 and you need .003 preload you need to take out .008 worth of shims. At least this is how my allis chalmers was. I'm pretty sure all tractors have to have axle bearings preloaded.
