Just because you can spray carb cleaner threw the passage ways does not mean there isn't some rust or dirt still in there. Carb cleaner is under pressure but your gas flow is not. You need to use a small wire or as I do use a torch tip cleaner tool and poke out all passage ways. If you hold your hand over the air intake will it run or try to run?? If yes you missed something in that carb. If it has the non-adjustable main jet remove the cover plug form it and make sure you have a good flow of gas out of it if you do not then it is clogged up
