Is this in a subdivision or building site where the top soil may have been scraped away during landscaping and never replaced? If it is, then new top soil or till in a lot of compost (4 to 6 inches) are long term solutions. Mom's house has that problem in the front yard. The back yard always does great, the front yard has not improved much over the 30 years she's lived there. She is in western Iowa, watering is restricted, the last few years of drought have really hurt the marginal lawns there.
