While I agree that if the old gal wasn't wearing a seat belt she had a ticket coming, but there's a lot of supposition in your remarks. What if the cop had to perform CPR, what if she died, what if she had to go to the ER, what if she didn't have insurance?
Ok, What if the old gal didn't get into an accident? What if she did get into an accident but didn't get hurt? What if she did get hurt but the other driver was at fault and he did have insurance? What if she did have insurance?
While it doesn't have anything to do with whether or not the cop was right, the seat belt laws are just more Nanny State bull excrement. Try as they may, the almighty government can't protect everyone from everything. Personal responsibility is where it's at.
