You are close to right if you drop the "they would kill them". The treat of radio active material being used to make a dirty bomb is there. You would also have the price of construction of "mini" reactors and fuel. Not economically feasible. Plus you would have to get the general population over the fear of nukes.
The guy you are referring to was a scam artist. His water driven car actually had a hydrogen generator. His claim was you could drive anywhere and only add water. In reality it would have to be left by the curb, generating hydrogen for several hours to be able to drive around the block once. Thy news media got sucked in at first. That's why you didn't hear about the guy afterwards. The news media wasn't about to make themselves look like the village idiot by admitting they got suckered.
