Every Tecumseh 4 stroke I have owned sooner or later developed surging or "hunting" on idle. The cure I found was to get a complete carb kit and rebuild it. The low speed or idle needle has a small rubber seal around it that wears out pretty quickly. I have a tiller with a 6 horse that I rebuilt the carb on about 6 yrs. ago and it needs it again because I don't use it enough and todays gasoline is hard on the rubber parts.
